“Two of those three things coinciding sounds like an orchestrated attack by a state-based actor,” said Travis Kavulla, director of energy and environmental policy at the R Street Institute, a libertarian-leaning think tank. “I don’t think it is reasonable to expect any private firm to be capable of fending off such an attack, and if indeed there is such a national security threat, then it’s a matter for the defense budget and not public utility regulation.”
“I mean if we are entertaining triple whammies, why not the much-feared quadruple whammy where adversaries take control of nuclear plants’ operating systems, or the quintuple whammy where railroad depots are sabotaged preventing coal supplies from moving?” Kavulla, a former Montana utility regulator, added.
