Lehrer was adamant that revenue raised via a carbon tax must not be used to fund federal energy programs, as would have been the case with the cap-and-trade bill that cleared the House in 2009. He dismissed the House bill as “an excuse to do whatever the political left wanted to do anyway” and predicted that a similar package would never garner bipartisan support.

But although he expressed some openness to a carbon tax, Lehrer said that R Street was already engaged in promoting other policies that might help the nation adapt to climate change while also meeting other objectives that are higher priorities for a small “l” libertarian organization, like cutting spending.
