“It’s a step in the right direction, but ultimately, until we really do something about the culture part of it — until we really do something about qualified immunity, and until we do something about police unions — it’s really hard to actually see this playing out in any meaningful way over a long period of time,” said Arthur Rizer, a former police officer and current director of criminal justice and civil liberties policy at R Street, a free-market think tank. “I hope that I’m wrong.”
