The R Street Institute’s Arthur Rizer has found that providing military equipment not only creates a division between the community and police, but also makes it harder for police to do their job. For example, when police are equipped with an M-4, which by its nature requires two hands, it limits their ability to use other more de-escalatory tools, which are the tools needed in most policing situations.
