Mr. Devin Hartman — Devin Hartman is electricity policy manager and senior fellow for the R Street Institute, where he researches and promotes competitive electricity markets, efficient energy R&D and environmental policies, and sensible rate designs. Devin previously worked at the Federal Energy Regulatory Commission (FERC), where he conducted economic analysis of wholesale electricity markets. Before FERC, Devin worked at the Indiana Utility Regulatory Commission.
