But in a hearing before the House Science, Space and Technology Committee, Beth Garza, who was director of ERCOT’s Independent Market Monitor until 2019, testified that she’d heard that “maybe half the outages at gas plants were due to the lack of fuel.”
“It’s too early to draw specific conclusions other than to realize the co-dependence of electricity and natural gas systems,” Garza, now a senior fellow at the think tank R Street, said.
