Yes, the NRDC is an environmental group, but before dismissing Moore’s remarks as a predictable liberal reaction, consider that R.J. Lehmann, a fellow at the conservative R Street Institute, which advocates efficient spending of tax dollars, also said the rescinding of the order is “clearly the wrong direction.””Being able to reduce or eliminate a risk is much more cost-effective than having to respond to it after the fact,” he told NPR.

Lehmann said Obama’s mistake was in tying the executive order to politically controversial climate change rather than risk management. Beyond building taller, stronger buildings, managing future risk may also mean not rebuilding it all, or shifting habitation patterns away from hazardous regions.
