Bush; Andrew Moylan, R Street Institute; Art Laffer, economic adviser for Ronald Reagan; Gary Becker, conservative Nobel laureate economist; and George Shultz, Reagan’s secretary of state, support such a plan. It’s a plan that both conservatives and progressives can support.
