But even where climate change is a politically sensitive topic, local prosecutors could instead benefit from promoting their commitment to building resilience. Eli Lehrer, the president of the libertarian think tank R Street Institute, has suggested that resilience is “a mom-and-apple-pie issue. How could anybody say, ‘It’s a bad idea to make people safer against extreme weather’?”
