Last week, extreme cold weather wreaked havoc on the nation’s electricity grids, spurring rolling blackouts in three regions, but most severely in Texas. This panel will help clear the air on what we know and don’t know at this stage and contribute a productive framing for next steps for federal and state inquiries. It will provide an overview of past regulatory actions to improve winter preparedness and discuss the effect of policy tools in different state and regional regulatory contexts.
