“Making sure that disadvantaged and minority communities have access to federal programs to mitigate risk should be a priority,” R.J. Lehmann, an expert on disaster policy at the libertarian R Street Institute, said yesterday.

The federal government could give preference to low-income communities through its existing disaster programs or create a special disaster fund for areas with a large percentage of residents who are minorities, Lehmann said.

“Or you could require grants to state and local programs demonstrate how they intend to ensure minority and lower-income communities have access to funding,” Lehmann added.
