The swift action by local officials suggests there might not be a need for a broader, federal investigation of the police department, said Arthur Rizer, a former Justice Department lawyer and senior fellow at the public policy research firm R Street Institute.
He said such action is warranted “if we see that the local government authorities dropped the ball or we feel there’s an unfair skewing of an investigation.”
