“If a senator isn’t in the room with a witness and the witness’s answer [is] … unsatisfactory, then the senator can follow up, immediately, in real time, and press them,” said James Wallner, a senior governance fellow at the center-right R Street Institute. “They sit on a raised dais, the witnesses are kind of beneath them, in front of them. It’s a very intimidating situation.”
