A SENSE OF PURPA: Two former presidents of the National Association of Regulatory Utility Commissioners — a Democrat and a Republican — wrote a joint op-ed Tuesday in the National Review airing their grievances with the Public Utility Regulatory Policies Act of 1978, particularly how it prices some renewable power on avoided costs. “As former utility regulators, we have seen some unfortunate consequences of these policies,” Travis Kavulla and Marsha Smith wrote. “And while we come from different political parties and disagree on a lot, we both agree that PURPA needs reform.”
