Democrats are also hoping to make net neutrality a key issue in the midterms, and ISPs are loath to provide them with more ammunition on that front. Tom Struble, the technology-policy manager at the right-leaning R Street Institute, believes there are a variety of consumer-friendly ways that ISPs could slow down or prioritize web traffic while still preserving competition. But over the coming weeks and months, he cautioned that providers should not change anything too dramatically.
