In the wake of devastating storms in Texas, Florida, Puerto Rico and the U.S. Virgin Islands, the deeply indebted National Flood Insurance Program almost certainly will be forced to ask Congress to borrow even more money. Senior Fellow R.J. Lehmann took part Sept. 25 in a Capitol Hill discussion hosted by the Cato Institute to discuss ways the program could be reformed — and perhaps, eventually, completely privatized — ahead of its scheduled Dec. 8 expiration.
