Based in Columbia, S.C., R&R Consulting advises clients on government relations and insurance regulation issues on a national basis. From 2007 to 2011, Scott was director of the South Carolina Department of Insurance, overseeing implementation of a successful effort to bring private insurers back to South Carolina’s coastal market.
Scott served in the South Carolina House of Representatives from 1992 to 1996 and the South Carolina Senate from 2000 to 2007. During his legislative career, he served as chairman of the House Property and Casualty Subcommittee and as a member of the House Labor, Commerce, and Industry Committee and Senate Finance and Banking and Insurance Committees. He worked extensively on the South Carolina Reinsurance Facility and the South Carolina automobile insurance and captive insurance laws.
Previously, Scott worked for 21 years as an insurance agent for Carswell of Carolina Insurance Agency, becoming an owner/partner in 1985. He remained with Carswell until he sold his interest in 1999. He subsequently worked as a consultant for Marsh USA on placement of coastal property insurance programs for residential and commercial clients.
He holds a bachelor’s in psychology from the University of Tennessee at Knoxville.
